Update to match versions in Debian bullseye

libgnome-desktop-3-17, as currently used in the runtime, has been replaced with libgnome-desktop-3-19 in Debian bullseye, meaning we have to update the runtime recipe to depend on the correct package for v2022dev2.

At the same time, we update the gnome-font-viewer commit to match the version used in Debian bullseye.

This MR also includes 9c919d82 in order to fix repo publishing.
