Enable downloads from HTTPS repositories

The docs.apertis.org generation script attempts to pull packages from the Apertis repositories, which are HTTPS. This currently fails as we don't have the required support available in the docker image. Install required support so that we can create the docs website using the Apertis documentation builder.
