image-builder: Add python3-debian

In order to be able to generate the BOM file of the image add pyhton3-debian package.

Pipeline failed because the "Container registry" is not enabled on your repo.

You can:

1. enable it from "Visibility, project features, permissions" in the project settings and kick a new pipeline on your branch
2. drop this MR, push your branch to this project and create a new MR

Nitpick: while you're at it, there's a pyhton3 typo in the commit message. :)
