Drop ci-obs-upload since ci-package-builder no longer uses it

After ci-package-builder!58 (7cc4b0fd) ci-package-builder no longer uses ci-obs-upload and for the moment it open codes the needed logic in the pipeline definition, so we can drop the script to avoid confusion.
