Prevent the package builder from missing package updates

Use apt_source.sh in apertis-package-builder so that it can install packages from the updates repositories.

This also refreshes the script from the newer branch to upgrade to the newer packages right after adding the new sources so we don’t build new packages against old build-dependencies.
