Add git-buildpackage and vim-tiny to the image to let developers perform basic
packaging operations like importing new upstream versions and issuing releases
for Apertis using the apertis-package-source-builder container as a
reproducible environment.

Switch to the v2019 infrastructure repository to get the various apertis
specific tools needed.

Use buster for the images to have the same baseline debian distribution
as Apertis. This allows dropping the use of backports

Apertis no longer uses the gpt gap for sabrelite images, so the apertis
specific parted can be dropped as well.

Unsure what the collabora sysadmin tools repo was for, so drop that as
well :)

While the rebase to Buster for v2019dev0 is ongoing not all packages are
available so some of the build-deps to be installed are actually missing.

Since we're only building package in OBS and not automatically pushing from git
we can simply disable the package-builder image for the moment.

The mktemp utility is now being shipped by coreutils, so the mktemp
package has to be removed before coreutils gets installed to avoid
file conflicts.

APT's commit 806e94dcd "Set PATH=/usr/sbin:/usr/bin:/sbin:/bin when
running dpkg", released in 1.8.0_alpha3~1, causes Dpkg to not find the
copies of `rm` and `tar` we set aside in /usr/local/bin.
