pkg-merge-upstream-to-downstreams: Fix --dry-run


Commit 86604333 "Ensure the target branch exist" broke the dry-run
mode as it unconditionally tried to create the downstream branches on
the remote repository using the GitLab API.

Tweak the code to honor the dry-run flag.
