Reduce Prometheus disk usage

Pablo Vigo Mas requested to merge wip/pvigo/prometheus-disk-usage into main

Remove the block-duration configuration that is causing too much disk usage. Add the enable-lifecycle configuration to enable configuration reload and avoid errors in logs.
