Postgresql PV switched to a Retain reclaim policy

Reclaim policy changed to retain PostgreSQL data.

Two changes:

  • Seek the PostgreSQL's PV and change to Retain if it is not defined.
  • Create the PostgreSQL's PV as do-block-storage-retain in new deployments.
