aptly: oathkeeper: also bump proxy write timeout

For some reason if the write timeout isn't also bumped oathkeeper won't give a reply (just closes the connection) after a big upload. For example after uploading texlive-extra's orig tarball to aptly. Bumping the write timeout to a similar value as the read timeout avoids this
