aptly: add dev instances in Development

Aptly has been undergoing continuous development to improve memory consumption and add new functionalities like repository authentication. This has led to the need for new deployments to conduct testing, resulting in somewhat disorderly clusters. This modification is necessary to update the Aptly instances to the latest developed version, adapt the playbook accordingly, and organize the development cluster.
