Blacklist packages which are not required in apertis
Move some packages from target to development

- Remove libsoup3 from blacklist as it is dependency for packages
in bookworm.
- Remove fish from blacklist as python-argcomplete depends on it
in bookworm
- Blacklist few more packages
- Add all package list to artifacts

packages blacklisted.
