long-term-reproducibility: Require tags for OCI images

Emanuele Aina requested to merge wip/em/ltr-require-tags-for-docker-images into master

Make sure that people tag the OCI images needed for long term reproducibility of releases and that daily build tags get deleted by cleanup policies so that untagged images can be periodically removed and storage consumption be kept under control.
