component_guide: Document python-gitlab config at import-debian-package

import-debian-package script now runs all the steps automatatically. This required python-gitlab credentials to be configured in order to access Apertis Gitlab server. Document this.

LGTM, but can we document where to save this config file also? (to avoid people having to refer to the official docs just for that)
