Add helper script to build/run the site locally

While developing pages it's quite useful to be able to run and browse the website locally; Add a trivial helper script to setup a docker container to do just that.

Note that this uses the upstream recommended image rather then the example from gitlab.com ; it also uses latest and not the older pinned version. So we should discuss how to handle that (update the site, sync the versions etc)

We ended up using the recommended image in the pipeline as well.
