Add download page

Add a download page to simplify the process of downloading the Apertis images recommended by the project (latest stable, OSTree images). Tie this in where possible.

An attempt has been made to provide some infrastructure to make maintaining the links on the Apertis website easier when we transition between releases, with the view to this being used in more places in the future.
