The OBS published has been recently switched from reprepro to aptly.
Update any old reprepro reference in the release process guide, so it
now uses aptly as the APT publisher.

Note that the apertis_release_process guide is pretty outdated, so this
commit focuses only on switching from reprepro to aptly. Further task
will acomplish updating the whole release process documentation.

Aptly has been integrated to OBS as the publisher backend. It is aimed
to replace reprepro completely.

This commit adds a guide documenting aptly integration, tests and setup.

When updating the image reference from minimal/target to fixedfunction/hmi
the link page to try do highlight them. However, this caused a confusion
since the new type of images were only available in development releases.

Since now fixedfunction/hmi are available in stable release and since the
download page should point to stable release, fix the links accordingly.

Sabrelite u-boot includes recent critical fixes, so the required image
version needs to be specified in the lava setup to be installed.

Update the release schedule to extend the RC testing period to have
enough time to run all the planned tests and still have some buffer
to release and a new RC in case of a major issue. With this new
schedule, RC testing period will be two weeks.

This new release schedule does not affect the release date, which
means that RC testing periods will overlap with different releases.

Using exact commits allows for better reliability...but it makes
ensuring the versions are in sync significantly harder. Instead, we can
just switch to the branches and avoid pointing to specific lines.
