The QA area hasn't had any love for a long time. Remove the bits that we don't
use any more or that are superfluous given how the site indexes pages. Add
links to some of the new QA related tools developed for Apertis.

A scan of external links has shown numerous places where external links are
broken, fix them.

There is little to no utility carrying the 2+ year old weekly test
reports. Newer test reports are now reported on:

   https://lavaphabbridge.apertis.org/



The reports add siginficant bloat to the website and therefore to the
search file. Remove the reports and clean up any links to them.

The QA documentation is currently detached from the main page. Add a link
so that users can access it.

We have a QA page and directory. In order to get things working better
move qa.md to qa/_index.md so that it's used.

So as to transition relatively seemlessly to the new site, we can use the
Hugo Alias functionality to put a number of HTML redirects in place to
translate between `/old-wiki/<original_link>` and the new page location.

We are hoping to combine this with URL rewriting on wiki.apertis.org to
redirect requests for pages formerly served there into the redirect
structure.

The "fragment" key is a key specific to the syna theme that we aren't
likely to be using. Remove it from the markdown.
