Rename buildingpatchingandmaintainingtheapertiskernel.md

The filename `buildingpatchingandmaintainingtheapertiskernel.md` is very
clumbersome, it is a hold-over from when the website was a wiki. Let's
make this name a bit more manageable and add whilst at it add
redirection so as not to break any search engine indexing or saved
links.
