Just go along with what the Autotools would normally do.

For the README, mentioning the version number adds complexity for
very little value; the version number is in plenty of other places
already.

For INSTALL, the Autotools will install a perfectly reasonable
generic set of installation instructions without our help.
Also, this software is primarily designed to be installed via a
packaging system, for which the installation instructions are
"use the packaging system".
