Extend generate-pkg-centric-jobs.py to also generate image pipeline

The image pipeline is only generated if --output-image-pipeline is specified and build-custom-image: yes is set in the per-package metadata.

It needs to be concatenated with the pipeline generated by generate-test-pipeline.py.
