Changing priority to `required` allowed to force debootstrap to pick up
the package, but prevents replacement by `gpgv` package when building
`basesdk` or `devroot` ospacks.
As `debootstrap` only picks up the first dependency in an
alternatives list, this has been fixed in `apt` package by setting
`sequoia-gpgv` first in the list of alternative dependencies.
