This is not required in Apertis since we don't use the "+b1" suffix,
but "+apertis", thus we have a lower verison.
This conflict prevents a lot of build on OBS with:
> conflict for providers of libamdhip64-5 >= 4.5.2 needed by libucx0, (provider libamdhip64-5 is in conflict with libc6)
