long-term-reproducibility: Mention when snapshots are triggered

Assume that a snapshot is taken before any update from OBS is published.
At the moment, Aptly cannot republish mirrors directly and can only
republish snapshots of their state. So if mirroring is used the
assumption necessarily holds true.
