A simple increment turns ~v2022 into ~v2023, which while sorting
after ~v2022, makes no sense. Instead of blindly incrementing this
suffix, append another one, +1, to ensure the per-release versioning
works.

sorting the fields in the same way.

The Debian package does not use it anymore and `lsb_release` uses
`/etc/os-release` instead. Stop cargo culting this cruft.

Apertis switched from the `coX` downstream version suffix to
`+apertisX`, let's update the version bump script accordingly.

By default pipelines do not run in Merge Request context, but that's
exactly what the parent ci-package-builder pipeline is now doing.

Add a rule to run the local pipeline in whatever context the parent
pipeline triggered it.

"Local pipelines in debian/apertis/local-gitlab-ci.yml" the packaging
pipeline allows for custom CI jobs while using the external CI config,
so let's make use of that.

Since a child pipeline with no jobs is read as an error always run the
`verify-release` job so it is never empty, but only actually push
changes from `apertis/*` branches.

Also mark the job as lightweight so it does not need to wait for a full
isolated runner to be instantiated from scratch.

Having an automatic pipeline append a Signed-off-by tag useless in case
the signing user is a bot or quite wrong in case the pipeline ends up
using the name of an actual developers which may have not been involved
at all.
