apertis-pkg-merge-updates: always add the 'Sync from $UPSTREAM' message

This message is also required when a maintainer has to summarize the remaining Apertis changes. Thus, always add this message to save their time.

I tested this change with my docker image package-source-builder-tests, but I was not able to find a package update triggering the PLEASE SUMMARIZE remaining Apertis changes, either there is no Apertis changes, or too much changes that require a manual merge. But, at least there is no regression when there is no Apertis changes.
