Draft: Add debian/watch

This is not a MR aimed to be merged (at least in its current form), but rather to discuss which version (or branch) of agl-compositor we want in Apertis. Should we always target the highest version? The upstream versioning is unclear, e.g. the 12.90 version was tagged before the 12.00 in the repo https://git.automotivelinux.org/src/agl-compositor/refs/tags

According to the release notes (https://wiki.automotivelinux.org/agl-distro/release-notes), the last stable version is 12.0.1. So, we should track the lamprey branch.
