Add support for APERTIS-TXXX and web links in the Notes section

This commit adds support for APERTIS-TXXX identifiers and web links in the Notes section.

Entering APERTIS-TXXX will add a web link pointing to the specific phabricator task.

Entering http(s) web links will show the links as they are entered.
