New feature to highlight report for releases

This commit adds the new feature to highlight reports for releases from the main page.

It includes a new page for logged in users to manage releases, where reports can be added or removed in the Release list that will show in the main page.

The release report list has no limit, so it can contain as many reports as required.

This commit also includes a new database field (is_release) to identify jobs that belong to a release.
