Update blacklist file
Update blacklist file
- Remove libsoup3 from blacklist as it is dependency for packages in bookworm
- Remove fish from blacklist as python-argcomplete depends on it in bookworm
- Blacklist packages disabled by meson
Add reference to commits and phabricator tasks for packages blacklisted.
