Investigate license issue for rust-ansi-colours

Background

The package rust-ansi-colours as other rust packages are planned to land in target repository due to the nature of rust statically linked binaries. Since this package is flagged as LGPL-3, and it is not confirmed that the code is used in target it has been landed in development, however, a proper analysis is required.
