dashboard: report packages with a `debian/apertis/pre-scan-hook`

Background

To workaround several issues with the license scanner, we are adding a debian/apertis/pre-scan-hook to execute some steps before scanning the package. Since this file is only a workaround and can potentially hide licensing issue, the dashboard should report packages with this file like it is already doing with copyright.yml and copyright.whitelist. As discussed at pkg/eslint!3 (comment 180575).

Reproducibility

How often the issue is hit when repeating the steps to reproduce and changing nothing?

Put the ✅ in the most appropriate entry:

3. rarely
