scan-copyrights fails at librsvg

Background

The tool scan-copyrights fails when trying to scan package librsvg. This issue seems to be caused do to entries like

• license.workspace in gdk-pixbuf-loader/Cargo.toml
• authors.workspace in rsvg_convert/Cargo.toml

How often the issue is hit when repeating the steps to reproduce and changing nothing?

Put the ✅ in the most appropriate entry:

1. ✅ always
2. often, but not always
3. rarely

Impact of bug

It is not possible to generate the copyright report for the package.
