ci-license-scan hangs on u-boot

Background

During the rebase, while running license check on u-boot, the job license scan hangs forever, leading to job timeout.

pkg/u-boot!124 (merged)

A quick check showed that scan-copyrights seems to work as expected, so further investigation is needed.

The issue seems to be caused by ci-license-scan creating a huge debian/fill.copyright.blanks.yml based on the information in debian/copyright.

Copyright holder's list has around 1000 lines which seems not supported by scan-copyrights.

Possible workarounds

• Limit the number of lines when generating debian/fill.copyright.blanks.yml
• Patch debian/copyright to remove the copyright list pointing to somewhere
