WiFi connection does not bring up after reboot

Background

Following the steps in https://qa.apertis.org/testcases/v2025pre/connman-services-reboot.html it is noticed that after reboot the WiFi connection does not bring up automatically. The issue seems to be caused by a race condition between the kernel renaming the interface and connman starging.

Reproducibility

How often the issue is hit when repeating the steps to reproduce and changing nothing?

Impact of bug

The interface does not bring up after reboot, howerver, after restarting connman the connection works as expected.
