devscripts fails to build due to changes in debhelper

Background

After the improvements in debhelper to support SBOM:

• pkg/debhelper!29 (merged)
• pkg/debhelper!30 (merged)

The package devscripts fails to build. Currently, a workaround has been applied

pkg/devscripts!25 (merged)

But this requires a proper fix

How often the issue is hit when repeating the steps to reproduce and changing nothing?
