import-debian-package doesn't trigger the pipeline adding a debian/apertis/copyright file

Background

When a new package is imported from Debian, import-debian-package doesn't trigger the pipeline adding a debian/apertis/copyright file. Thus this file is missing, and needs manual steps to get added.

How often the issue is hit when repeating the steps to reproduce and changing nothing?
