{etc,var}-rw.service: Disable when running in a container

The etc-rw.service and var-rw.service are responsible for remounting the
/etc and /var directories on the read-only rootfs as read-write.

In a container setup, the writability of the rootfs is controlled by the
host and thus cannot be overridden by the guest.
