Drop obsolete infrastructure documents focusing on Jenkins

Drop the content/designs/jenkins-docker and content/designs/image-build-infrastructure documents.

The former is completely obsolete, the latter needs infrastructure/apertis-image-recipes!279 (merged) to fully avoid any regret. :)
