Update release notes pointing to tsv url

As part of T7874, all release notes should be updates to the TSV url

If this change is agreed upon, the same will also have to be picked for the remaining major and minor releases. This proposed change is only to finalize the placement of the link and the text to describe it.

The follow-on MR, which would update the remaining releases, should not need review and could be Merged when pipeline succeeds

Yes. As agreed in the stand-up today, I'm going to close this MR. And instead, add a reference to this example MR, so that it can be included in the next release notes for 2020. !254 (merged)
