Tweaks to image download

Martyn Welch requested to merge wip/martyn/generate-ostree-urls into master

The shortcode is missing the ability to create URLs to ostree images. This is vital since the download page should be serving OSTree images!

Also point to the download page rather than the image policy from the home page.
