For stables releases the full archive rebuild should be done after the
folding since packages folded might trigger build issues in dependent
packages.

This imposes a tight schedule, so additional improvements need to be
done in order to ensure the health of the release.

There is a backtock missing in the warning block of "Landing Downstream
Changes to the Main Archive". This is resulting in
"apertis/v2019-updates" lacking its expected highlighting and the
un-terminated backtick being displayed.
