This needs a shorter name not in Hungarian notation, and its current name is misleading since it no longer starts *all* startup apps or daemons. The new name is arguably a little misleading too, but the cases where it's non-representative are legacy cases that shouldn't exist in the long term: agents that are not in app-bundles, and "service" entry points. Both of those should really just be systemd --user services outside Canterbury's scope (see <https://phabricator.apertis.org/T4041 >). While I'm here, make it return void (because it cannot actually fail) and fix the documentation-comment.
